Kosovon kansainväinen hallinta on kuluvana vuonna ajautunut täyteen kaaokseen. Albaanienemmistön julistettua itse alueensa itsenäiseksi oli ajatus siirtää kansainvälinen ohjaus YK:ta EU:lle. Yksimielisyyttä ei löytynyt ja niinpä ainoana turvallisuusneuvoston hyväksyttymänä ratkaisuna on päätöslauselman 1244 voimassaolo, jossa todetaan Kosovon olevan osa Serbiaa.
